Anniversary Conference of the State
of Special Communications and Information
Protection of Ukraine:
Cyber Security Law of Ukraine is in the
focus of practical results
20th Anniversary International Scientific and Practical Conference
"Information Security in Information and Telecommunication Systems"
which was organized by the State Service of Special Communications and
Information Protection of Ukraine (the CIP) and held from 22 to 24 May 2018.
Deputies of the Verkhovna Rada, ministers, representatives of the
Presidential Executive Office and the Government of Ukraine, as well as other
high-ranking guests took part in the High-Level events. In general, the
Conference was attended by over 250 participants – delegates from state
agencies, leading research institutions, enterprises and organizations, experts
and IT specialists, entrepreneurs, executives and business representatives.
Personal greetings on the occasion of holding the forum were received from
the President of Ukraine, the Secretary of the National Security and Defence
Council of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime
Minister of Ukraine.
The pressing issues of this year's conference were the questions of
implementation of the Law of Ukraine “On Basic Principles of Ensuring the Cyber
Security of Ukraine” and optimization of the national cyber security system.
"Today the cybersecurity system of national information resources is
actively developing. A national cyber defence circuit was created, a Cyber
Threat Response Centre was launched, a fundamental modernization of the secure
Internet access system was performed," said Leonid Yevdochenko, the
Chairman of the CIP. He emphasized that implementation of these decisions by

In the view of the Chairman of the CIP, foreground job for the State is
scaling up of the cyber defence system in all regions of Ukraine and
integration of IT systems of critical infrastructure to this cyber defence
system, in the first instance energy, health, financial and transport sectors.
This task is impossible without an effective public private partnership.
The subjects in question became the key issues for
discussion by the participants of the round table held under aegis of the
Chairman of the CIP, the Verkhovna Rada Committee for Informatization and
Communications, the National Cybersecurity Coordination Centre under the
National Security and Defence Council of Ukraine.
A special event at the Conference was the live transmission from the
Comprehensive Training of Communication Systems of Ukraine.
As Leonid Yevdochenko noted, comprehensive trainings of such scale and
complexity have been carrying out in Ukraine for the first time since
independence. The National Communication Network Management Centre of
Ukraine and the relevant experimental plot are established by the CIP.
Simulations of military, cybersecurity and technogenetic crises are being
carried out at a higher strategic level; cyber-training drill exercises are
being conducted to defend the core of the National communication Network
Management Centre as well as to protect strategic and critical communications.
Leonid Yevdochenko expressed his conviction that the Comprehensive Training
of Communication Systems of Ukraine, involving state telecommunication
resources along with resources of the main operators of Ukraine, is a realistic
example of public-private cooperation in resolving national security issues.
